2024 წლის 1 ოქტომბრიდან საქართველოს საზღვაო ნავსადგურებში შემოსული ხომალდები ციფრულ მომსახურებას „ერთი ფანჯრის პრინციპით“ ღებულობენ.

საზღვაო ტრანსპორტის სააგენტოს გავრცელებული ინფორმაციის თანახმად: „პროექტი საზღვაო ტრანსპორტის სააგენტოს ხელმძღვანელობით განხორციელდა ქვეყნის სატრანზიტო პოტენციალის ზრდისა და საერთაშორისო სატრანსპორტო დერეფნებში მეტი ინტეგრირების მიზნით. „ერთი ფანჯრის პრინციპის“ შედეგად, შეიქმნა ერთიანი სისტემა. მასში ჩაერთო ყველა ის საჯარო და კერძო უწყება, რომელთა ნებართვაც აუცილებელია გემის ნავსადგურში შემოსვლისთვის. სიახლის თანახმად,  გემის ადმინისტრაცია ერთიან სისტემაში შეძლებს სათანადო დოკუმენტაციას ატვირთვას და აღარ მოუწევს ყველა უწყებისთვის ცალ-ცალკე მიმართვა. ამით გადამზიდავი დაზოგავს არა მხოლოდ დროს, არამედ ხარჯებსაც.

წინასწარი კვლევებით, ზემოაღნიშნული სისტემის ამოქმედება ნავსადგურში საკონტეინერო გემების დაყოვნების დროს 1.5 საათამდე, ხოლო სხვა ტიპის გემებისთვის – 4 საათამდე შეამოკლებს, ნავსადგურში გემის მომსახურების პროცესის დაჩქარება კი, თავის მხრივ, საზღვაო გადამზიდ კომპანიებს ხარჯებს მნიშვნელოვნად შეუმცირებს.

აღსანიშნავია, რომ საქართველო ერთ-ერთია იმ მოწინავე ქვეყნებს შორის, რომლებმაც „საერთაშორისო საზღვაო ნაოსნობის გაიოლების შესახებ“ კონვენციით დაკისრებული ვალდებულება შეასრულეს და ნავსადგურებში „ეროვნული საზღვაო ერთი ფანჯრის სისტემა“ დანერგეს, რათა უზრუნველყონ საერთაშორისო ნაოსნობისთვის დაბრკოლებებისა და ბარიერების აღმოფხვრა, ეროვნული ბიუროკრატიული ფორმალობებისა და სხვა პროცედურების გამარტივება და შესაბამისობაში მოყვანა საერთაშორისო სტანდარტებთან.“

ამასთან დაკავშირებით ჩვენ ვთხოვეთ კომენტარი შპს „სოფმარ“-ის საზღვაო სააგენტო მომსახურების წამყვან სპეციალისტს ალექსანდრე კრუპას,რომელსაც  ჩვენს ორგანიზაციაში მუშაობის 25 წლიანი სტაჟი აქვს.

მისი აზრით  იდეა შესანიშნავია,მაგრამ საჭიროა საზღვაო აგენტებისთვის გამარტივებული და კომფორტული იყოს სისტემაში მუშაობა.რეალურად კი საზღვაო აგენტს უწევს იმ სამუშაოს შესრულება,რომელიც არ შედის მის მოვალეობაში.როგორც მოგეხსენებათ გემები შედიან სხვადასხვა ქვეყნების პორტებში და უკვე აქვთ IMO-ს  სტანდარტული მზა EXCEL ფორმები,რომელშიც საჭირო,დაკოპირებულ  ინფორმაციას ათავსებენ. როცა  „ერთი ფანჯრის პრინციპის“ სისტემის მოთხოვნით   საზღვაო აგენტი უგზავნის შესავსებ FAL ფორმას გემის კაპიტანს,ის ან ვერ ავსებს ამ ფორმას,ან ვერ ხსნის,ან ავსებს შეცდომით ან  დაკოპირებულ ინფორმაციას სვამს ჩვენს ფორმაში.შემდეგ გვიგზავნის,მაგრამ ჩვენ ვერ ვახერხებთ ამ ინფორმაციის კონვერტირებას და ფორმატირებას. შესაბამისად,საზღვაო აგენტს უწევს გემის კაპიტნის ნაცვლად თავად შეავსოს FAL ფორმები. ასევე,თუ  საზღვაო აგენტი  მონაცემებს შეცდომით შეიყვანს, ქართული კანონმდებლობა პასუხისმგებლობას აკისრებს გემის აგენტებს და ჯარიმებით ასანქცირებს.და ეს სამართლიანია?

ალექსანდრე კრუპა: ჩვენ მივმართეთ საქართველოს საზღვაო ადმინისტრაციას,BIMCO-ს და სხვა კომპეტენტურ საერთაშორისო ორგანიზაციებს  წერილით და დავსვით შეკითხვები: “ What i am care only is to have correct/timely information obtained fm the Master to download it to the system same condition i have received fm the ship. The best format of documentation is PDF or EXCEL. Pls keep Agents away with no involving to the method you have in exchange information between two systems.

The system of MSW we are using now Generally working EXCELLENT and thanks for that !The only problem we facing is MACROS/FALL forms, sorry, but typing all data now by Agent by hands is not the aim of the system that was considering to work fm the beginning. Sorry again, but as for me as Agent it is catastrophe.

You are pushing Agent to type the data manually, more over you are going to keep AGENT responsibility for all possible mistype/human error and HUGE PENALTY RESPECTIVELY. That looks to be not fair. What is the way now to keep CSV on hold till you have much more time & budget to fix the problems ?“

აქედან გამომდინარე,თუ გასწორდება აღნიშნული FAL ფორმების საკითხი,ჩვენი მუშაობა გაცილებით ოპერატიული ,ნაკლებსტრესული და ეფექტური იქნება.

თქვენი ტიპიური დღე?
ვდგები დილის 6 სთ-ზე, ზოგჯერ არც არის გათენებული, ვიცმევ
სპორტულად, ვჯირითობ ცხენით ერთი საათი, ვსაუზმობ და შემდეგ
ვვარჯიშობ, ამის შემდეგ მოვდივარ სამსახურში… ხო,ეს ყველაფერი
ჩემი სურვილია (რესპონდენტი იცინის), სინამდვილეში ვდგები 9-ის
ნახევარზე, მიყვარს ძილი… მოვდივარ სამსახურში, თანამშრომლები
მხვდებიან ღიმილით, მთელი დღე ვმუშაობ, სადილზე სახლში
მივდივარ, მაქვს ჩემთვის შემუშავებული კვებისა და დასვენების რეჟიმი,
ვცდილობ ჯანმრთელი ცხოვრების წესით ვიცხოვრო.

2. როგორ გაგიჩნდათ თქვენი ბიზნეს იდეა?
სკოლის დამთავრების შემდეგ 1975 წელს დავიწყე მუშაობა ფოთის
ნავსადგურში, ორგანიზაცია ტრანსფლოტში, რომელიც ემსახურებოდა
საბჭოთა კავშირის და უცხოეთის გემებს. ვიყავი მუშა, მე ყველაფერი
მომწონდა, ყველაფერი მაინტერესებდა, მიყვარდა შრომა,
დაახლოებით თვენახევარში ავითვისე მთელი ორგანიზაციის სამუშაო
და ვაკეთებდი ყველაფერს. დამრჩა ეს უნარ-ჩვევები და დაგროვილი
ცოდნა. 1985 წელს ვმუშაობდი ფოთის საოკეანო თევჭერის
სამმართველოში. 1989 წელს ისევ ფოთის ნავსადგურში დავბრუნდი,
ვმუშაობდი კომეტაზე, კაპიტნის თანაშემწე ვიყავი, ძალიან
დამღლელი იყო… როცა საბჭოთა კავშირი დაიშალა, მუშაობაც შეწყდა,
ვფიქრობდი რა გამეკეთებინა და დამებადა აზრი გამეგრძელებინა ეს
საქმე, ოღონდ არა ზღვიდან, არამედ ნაპირიდან. ჩემმა ბიძაშვილი
ნანი ალანია დამეხმარა კომპანიის სახელის შერჩევაში.

6. რას აქცევთ ყურადღებას გუნდის შექმნისა და ფორმირების
დროს?
წონას, სიმაღლეს(რესპონდენტი იცინის)-ეს ცხადია ხუმრობით.

1. Was there a person in your life, a teacher, who determined your personality, your future?
Or did you create yourself?

V. Alania: Of course, there were people who helped me to determine my future, both at school and at the university. I still communicate with them. My mother, Rusiko Nakashidze, played a special role in shaping my personality. Her dream was to know English. I realized her dream – I studied and chose the English language as a profession. And if not this choice, I wouldn’t be in the international freight transportation business.
Commercial talent came from my parents, my father Irodi Alania always had his business, I worked with him, studied next to him and gained experience.

 

2. If you were to start over, what would you change? Which choice of yours would you
regret and which would you approve?

V. Alania: I would have studied more diligently at school and at the institute, I would have gained more knowledge. Thoughtful learning is much more effective, when you see the goal and are focused on the result.
During the chaotic years of the collapse of the Soviet Union, against the background of general confusion, many people lost their orientation and support. The market economy suddenly changed the way of life. It is during this period that you start a new business, establish the freight transportation company “Sofmar”.

 

3. What helped you? Commercial intuition or luck?

V. Alania: Commercial intuition and relevant education with good luck! I have always had an inclination for business and a desire to do my own thing. It was a time of change – we had to review and reevaluate our goals, thoughts, ideology, lifestyle. This time was difficult for everyone, but nevertheless, it was my time, because I became free and independent in my business desires.

 

4. Whad did “Sofmar” bring you?

V.Alania: Sofmar is founded by me. Sofmar was my arena for self-realization.
Sofmar Maritime Agency” has been established in 1991. Our main activities at Georgian ports Poti and Batumi are: Ship’s Agent, Forwarding & Logistic, Custom Broker, Container Service, Project Cargo. Our basic objective is to offer our customers competitive, qualified, fast and personalized service.We organize handling operations at port of Poti and Batumi and transportation of any kind of cargoes (general, in bulk, in tanks, containerized and project cargoes) on the territory of Georgia, Armenia, Azerbaijan, Middle Asia. V. Alania: The most interesting time was the time of organization formation, construction of Sofmar.

V. Alania: Maintaining financial stability, setting new goals, new projects and innovations.

 

8. What do you do in a crisis situation?

V. Alania: First of all, the potential of the collective is mobilized. We start thinking about where have we made mistakes, analyze and set specific goals.

 

9.  What are you reading now?

V. Alania: I am a person who is passionate about innovations and learning. I am interested in everything. I returned to the Argonautica of Apollonius Rhodius once again. I am very interested in how the Colchian culture is depicted in this composition and I am looking for evidences. While reading, I discovered many things, including Mingrelian words.

 

10. Besides business what are you interested in? What is your hobby?

V. Alania: Sports and study of history.

 

11. Let’s suppose that reincarnation is possible. In which country would you have been born and how would you arrange the mosaic of your life? and why?

V. Alania: Again and again in Georgia. I can’t imagine myself as German, French or Spanish. I love my country.
